Man saved girl from serious injury By Michael King Post-Crescent staff writer NEENAH Police are crediting a 35-year-old Neenah man for taking quick action which prevented a 9-year-old Neenah girl from suffering more severe injuries Saturday afternoon when two boys lit her shirt on fire. Police Capt. James Younger said Robert Williams, 109 Plummer Court, "reacted very appropriately as a concerned citizen" in helping put out the fire and then in apprehending the two youths. Williams said two boys ran past him and out the door at Shattuck Junior High School as he arrived Saturday afternoon for a basketball game.

It was then he heard the girl screaming and saw her shirt on fire. "One girl was trying to blow on it. She was too young, she didn't know what she was doing," Williams said. He raced to the girl "who was running with her shirt on fire" and put the fire out with his hands. Williams ran after the boys after the girl told him the two had flicked a match at her.

He was able to catch them a short distance away and escorted them back to the gym. The girl, who had second-degree burns to of her back, was treated at Theda Clark Regional Medical Center and later released. The girl's father said he was operating the clock for the basketball games when somebody came and got him. He and Williams detained the two boys until police arrived despite their protests that they did not do anything. "Everybody was in the gym.

He (Williams) must have come in late because it was the last game. I thank God that he did," he said. The fire burned a 10-inch diameter hole in the back of her basketball T-shirt, he said. The boys, both 13, have been referred to Winnebago County juvenile authorities on charges of causing reckless injury, obstructing and criminal damage to property. Aldermen over policy The Kaukauna council grants a license to a tavern owner who expresses her regret over a gambling conviction By Steve Wideman Post-Crescent staff writer KAUKAUNA The Common Council ignored its own policy Tuesday and approved a bartender's license for a tavern owner convicted earlier this month on a misdemeanor commercial gambling charge.

In a 5-3 vote, the council approved the license for Rosemary Forbes, owner of Coaches Tap, 616 W. Seventh St. Forbes had entered a no-contest plea. in 1 Outagamie County Circuit Court to a charge of permitting commercial gambling at the tavern. The charge stemmed from an Aug.

25 raid in which police confiscated a variety of electronic gambling devices and gambling boards including a video poker machine, football pool tabs, numbered plastic chips and envelopes containing cash. At the time, Forbes was arrested along with co-owner Brian Dalton. Forbes originally faced three felony Rental outmaneuver Airport committee members upset that rental car businesses lobbied board members By Don Castonia Post-Crescent staff writer Car rental companies based at the Outagamie County Airport were chastised by the County Board's Committee Tuesday for sabotaging a proposed ordinance to regulate off-airport car rentals. The ordinance lost by one vote on the County Board floor even though it had the full support of the committee. The committee also assumed it had the backing of the four car rental companies at the airport.

It also was learned the car rental companies had sent letters to all County Board members, except those on the Committee, urging a vote against the or-. dinance. "Don't sandbag us," said Supv. William Brehm. Committee chairman Dean Culbertson noted the agencies never voiced opposition to the ordinance to' the committee.

"You sat here and didn't say anything." Currently, the county has an ordinance regulating off-port car rentals, but is no provision requiring them to contract and pay the county. The ordinance that got shot down would have had the county charging a minimum of of the gross receipts of off-port rentals. The on-port car rentals want the county to charge a minimum flat fee, as well. But Corporation Counsel Thomas Marlier has said that would be almost impossible to do without ending up in court. Supv.

Kenneth Boman told representatives from the car rentals, "We'll do what you ask if you pick up the court costs," Bruce Werschem of National Car Rental defended the actions of car rental companies, saying the letter they sent to board members only quoted Marlier's statements that it was possible to charge a flat fee to the off-port rental companies. Vacant farmhouse destroyed by fire TOWN OF KAUKAUNA A vacant farmhouse owned by Repap Wisconsin Inc. was destroyed by fire early today. A passing motorist noticed the blaze at W661 Wrightstown Road at 2:10 a.m. The house and a barn were on land Repap purchased years ago as the possible site for a landfill, but were left vacant when those plans were dropped.

Firefighters remained on the scene until about 5 a.m. No cause was listed for the blaze. Daniel Croche convicted them in a sexually inappropriate manner. "None of the allegations are true whatsoever," he said. Crochet said one of the girls wanted him out of the house so her natural father could move back in choose mercy for bartender counts related to being a party to the crime of commercial gambling before entering into a plea agreement with the Outagamie County district attorney's office.

Forbes was placed on 18 months' probation and fined $370 plus court costs as a result of her no-contest plea. Acting Police Chief Patrick Campbell, following previous council policy, had recommended denial of the license based on Forbes' conviction of a crime related directly to the operation of the tavern. "She has been convicted of a crime," Campbell said. "That crime is related to the operation of an establishment that dispenses alcohol." Some aldermen questioned whether Campbell would be willing to change his recommendation. "The police department makes a recommendation based on set criteria.

The decision is up to you," Campbell told the aldermen. Forbes, who made a plea for her license before the council Tuesday, said that at the time of the raid she was a silent partner in the operation of the tavern. "I didn't tend bar. I didn't work. I just put up the money," Forbes said.

"I didn't realize what was going on there was illegal." In addition to confiscating gam- agencies panel But, said Brehm, "you didn't i include all of it." A substitute ordinance has been drafted that would raise the fee to and would more clearly outline enforcement procedures. The would match charged at the Green Bay and La Crosse airports. Culbertson told the car rental representatives to take the ordinance back to their corporate attorneys to look at. A judge's qualifications are his maturity and experience in life and the law." ROBERT SWAIN FOR CIRCUIT COURT JUDGE Authorized and Paid for T. by Swain for Circuit Court Committee, Goode, Treasurer bling paraphernalia from the tavern, police also confiscated a gambling board from Forbes' apartment, which is attached to the tavern.

Forbes told aldermen Dalton was to blame for the problems at the tavern. She said her personal and business relationships with Dalton are at an end. Forbes said a new partner now holds the liquor license, "but I need to act as a bartender to feed my two children and pay my bills." "I want to operate a clean, honest business," Forbes said. "I want to clean up what was going on there and not have any Ald. Darrell Worsch, who voted in favor of granting the license, said "circ*mstances will possibly be different as I see it.

"And I just hate to see a building standing empty. It doesn't look good," Worsch said. "If you're sorry you made a mistake, then you made a mistake," said Ald. Robert Lamers, who also voted in Forbes' favor. "If a license were pulled for every misdemeanor someone committed, this would be a hard world." Aldermen Lee Meyerhofer, Thomas McGinnis and John Lambie also voted to grant the license.

Aldermen Eugene Rosin, Suzanne Gertz and Philip Kohne voted against it.
